A bit about your role
You will play a pivotal role in developing and implementing a long term regulatory reform strategy to guide nbn’s regulatory and policy positions while strengthening and building relationships with regulators, other external stakeholders and internal stakeholders to support nbn’s objectives.
In particular, you will provide economic support for the evolution of nbn’s key access regulation arrangements, developing and advocating approaches that deliver long-term reforms. You will also support nbn’s commercial and pricing teams by providing guidance on regulatory issues that relate to new pricing initiatives.
Maintaining regulatory compliance (in particular with the nbn’s Special Access Undertaking (SAU), Part XIC and XIB obligations, general competition law, lines of business restrictions and relevant Record Keeping Rules) and managing potential regulatory intervention are also part of your role. This will include educating key internal stakeholders on nbn’s regulatory obligations and advising on regulatory matters to manage nbn’s regulatory risk.
A bit about you
Principal Advisors have reached a high level of competence in regard to regulatory analysis and are able to operate with considerable independence in providing advice and advocacy, even for complex matters. Therefore, the ideal candidate are quick learners, highly organised and have the ability to manage a range of stakeholders.
Ideally your background will include extensive regulatory experience or the equivalent, preferably supported by formal qualifications in Economics, Law or Policy fields. Having demonstrated regulatory experience, whether employed by a network operator, regulatory body, relevant government agency, or by a professional services organisation (law firm, consultant etc) would be preferred.
A comprehensive understanding of the telecommunications industry and the regulatory environment with experience in driving regulatory strategies on matters that are core to the overall entity’s strategy and will have financially material impacts would also be highly regarded.
Exposure to regulated pricing processes and/or development of utility pricing together with a sound grasp of financial concepts and spreadsheet skills would also be an advantage.
We are looking for a someone with high level of competence in gathering relevant inputs and data analysis to enable provision of regulatory advice, drawing on business insight and regulatory expertise to help solve business problems. Having a strong familiarity with regulatory economic principles and experience in their application to access regulation are also key.
Overall, we desire a team player who is a strong communicator, highly analytical, curious, adaptable and thrive in an atmosphere of change.
