Job Title: Regualtory & Senior RF Engineer
Location: Belrose Satellite Facility
Satellite Regulatory team has the responsibility within the Satellite Networks department for all aspects of spectrum and regulatory planning including management of Optus Filings through the ACMA and ITU, working with Global and regional Satellite Operators including their associated administrations for coordination activities, attendance at all local and international ITU and ACMA spectrum planning meetings, ensuring that Optus Satellite spectrum strategy ensures current and future operations of Optus Satellite fleet, supporting Optus Mobile Spectrum planning team, working closely with Australian and New Zealand industry Bodies such as SSWG to ensure Optus’ position is recognised, ensuring that all ITU correspondence and actions are adhered to and we follow all processes and procedures and responding to ACAMA industry papers to ensure Optus position is recognised in an regulatory policy changes. The role will also provide support to RF systems design and link budget calculations including Adjacent Satellite interference. This is a highly critical role in support of the Optus satellite business and associated revenues of $240M as any loss of spectrum filings would have a direct impact on revenue.
This position is responsible for assisting the Regulatory Manager and the direction of the regulatory team for:
Frequency coordination of Optus satellite coverage with other satellite operators in the same region.
Responding to internal regulatory enquiries for current & planned Optus satellite resources.
Management of ACMA Licensing for Optus satellites and earth stations.
- Attending national, regional and International Regulatory meetings relating to satellite matters
- Dealing queries and directions from ACMA, Defence, DITRDC, Communications Alliance and ITU
- Membership, involvement and assisting with input as appropriate to SSWG, relevant ARSGs, PG-WRC and like fora
- Satellite Spectrum Planning.
- Management of Optus satellite frequency spectrum.
- Development and support of specialised RF systems to introduce new technology into the satellite network to reduce on-going costs.
- Providing Technical Expertise to support System Design, Engineering & Implementation.
This position will requires an open minded individual with an ability for learning new skills and disciplines, experience and technical knowledge of satellite design, earth station and RF systems and associated technologies in relation to understanding the impacts of Spectrum management within a regulatory framework.
Experience and Qualifications
1.Engineering RF, Satellite Antenna, Modem, Frequency Converter and Mobile systems.
2.Proficiency in Satellite, fixed and wireless terrestrial transmission systems.
3.Understanding of Spectrum Management techniques; ability to submit licence applications for Optus satellite frequency bands and filings; preparation of documentation for presentation at frequency management conference.
4.Optimisation of RF systems for efficiency and performance.
5.A demonstrated expertise in Satellite technologies and Earth Stations.
6.Demonstrated skills to support product process development.
7.Excellent troubleshooting skills across various subsystems to deliver and assure RF services
8.Ability to negotiate effectively to achieve desirable outcomes in pre- and post-contract activities
Have or able to obtain an Australian Defence Security Clearance at NV-1 or higher.
Ability to travel overseas and spend several weeks away from Australia if needed.
Assist in Vendor and Customer management and negotiations
