General Manager - HCMT

Downer has an opportunity for a ‘General Manager HCMT’ to be responsible for the successful delivery of HCMT at our Newport Site. Melbourne’s next-generation High Capacity Metro Trains (HCMT) will be smoother, quieter, more comfortable and carry 20 per cent more passengers per service. As well as designing and manufacturing 65 new trains, the project includes the construction of a new depot and driver training facilities. Through the High Capacity Metro Trains (HCMT) project, Downer are currently manufacturing trains to go into service on the Melbourne rail network.

The General Manager HCMT will manage the Delivery activities at Newport for the HCMT including overall management direction for the assembly and manufacturing activities for the incoming car bodies from CRRC Changchun and the successful implementation of the technology transfer program. This role will liaise closely with CRRC Changchun team. The key focus of this position will be to ensure that appropriate guidance, support and direction is provided to Newport staff at all times to ensure the successful manufacture of the scope of work completed on the premises.

Key responsibilities will include:

  • Overseeing and supporting all design and manufacturing engineering activities associated with the Downer EDI Rail – CRRC technology transfer
  • Overseeing and supporting all procurement, quality and administration functions associated with the Downer EDI Rail operation in Changchun and CRRC support activities
  • Overseeing, controlling and accounting for all (free issue) material transactions to CRRC.
  • Overseeing, controlling and approving all material procured by CRRC on Downer EDI Rail’s behalf
  • Ensuring that transparency exists for all financial transactions between Downer EDI Rail and CRRC
  • Securing and scheduling the necessary resources to effectively complete all assignments and tasks associated with the scope of work and to ensure to PPP contract commitments are met
  • Cultivate a high-performance organisational culture, including advocacy of ongoing professional development and retention of high-calibre talent
  • Effectively communicate with relevant Project Managers, Project Engineers, Site Supervisors and Engineering Managers
  • Apply the relevant acts, regulations and standards applicable to projects, including a role of monitoring contractual works and safety requirements
  • Financial responsibility including the Project Delivery Activities in line with budgeted investment, program and cash-flow commitments


  • 5-10 years experience managing complex and large heavy engineering and manufacturing operations
  • Tertiary degree qualification in Engineering coupled with operations management experience
  • Proven experience in contracts management and contracts administration
  • Strong knowledge of cost management including budgets, forecasts and cost control
  • Experience in Project Management
  • Experience in working to detailed Procedures, Rules and Regulations
  • Proven experience in technical management through all project delivery phases
  • Experience with end-to-end delivery of large infrastructure projects including operator involvement and whole-of-life considerations through design and delivery into operations
  • Proven leader, managing a project team within a large infrastructure project/programme
